Welfare Activity

1. Anganwari Food

This project was started on 1st April, 2017 by the Model Jail, Chandigarh. We are supplying food to 100 Anganwari Centres in Chandigarh & Catering to approx. 5000 Children. The Anganwari Rasoi was inaugurated by His Excellency, Sh. V.P. Singh Badnore, Governor, Punjab & Administrator, UT, Chandigarh on 06.07.2017..

2. Birthday Celebration

Jail alienates an inmate from his friends, relatives and family members. To share the joy and happiness of an inmate with others, birthday of inmate is organised by Jail authorities in which apart from the other inmates Jail officials also participates. it was started in July, 2017 by the then I.G.Prisons.

3. Candle Making

New Trade of Candle making has been started since September 2016. Candles are made by inmates for the festival season of Diwali, Gurupurab & Christmas etc.

4. Newspaper Lifafa Making

Recently Newspaper Lifafa Making unit has been started. Newspapers are sent by all the departments of chandigarh administration.

5. Gulal Making

New Trade of Harbal Gulal making has been started since march 2017. Harbal Gulal is made by inmates from the harmless and skin friendly natural ingrediants for festival of Holi.

6. Sweets & Snacks Making

Sweets like Laddoo, Petha, Besan Burfi & snacks like : Samosa, Namkeen, Mattar, Sandwich etc. are made by inmates. In addition to this channa, peanuts & Soya beans are roased and packed by jail inmates.

7. Stiching Section

Already running stiching section which was limited to the making of dresses of convict. Now it has expended its horizon to cater to the needs of fashion houses. At present inmates are stiching kurtas for khadi & village industries.

8. Momento & Commercial Furniture

Wooden replica of Open hand the symbol of "City Beautiful" Chandigarh is made by inmates of modal jail, chandigarh. In addition to this other commercial furniture like office chairs, tables, cub boards, beds & almirah etc. are made by inmates.

9. Yoga

Yoga Sessions are held in the jail daily. The inmates take part in yoga activities daily. International Yoga Day is celebrated every year in the Jail in the presence of higher dignitaries.

10. Gymnasium for Inmates

Gym Facility for inmates was inaugurated by His Excellency Governor Punjab and Administrator, UT, Chandigarh Sh. V. P. Singh Badnore. It has a Multi-station, A Commercial Treadmill, Cycles, Abs-trainer, Incliner, Exercise Balls, twisters etc. It is very beneficial in keeping inmate healthy, staying away from negativity and negative activities. It also helps in reducing expenditure on medicines.

11. Satsang & Meditation Classes

Regular Meditation classes are hold by Brahama Kumaris, Divya Jyoti Jagriti Sansthan. However on monthly basis religious programs / satsang are organised.

12. Education

The inmates are provided free education in the jail. IGNOU study Centre offers higher education like Graduation, Post Graduation, Degree & Diploma Programs. National Institute of Open Schooling (NIOS) offers Matriculation & 10+2 Course. Adult Education Centre is being run in collaboration with Adult Education Department, UT Chandigarh to provide reading & writing skills to illitrates.

13. Library

To provide extra study material to the inmates enrolled in various educational programs, different books on different acadamic faculties are available in the library. Various Novels, Autobiography, Biography & Story Books in different local languages are available in the library. Religious Books like Ramayan, Gita, Guru Granth Sahib, Quran, Bible are also available in the library. Proper sitting arrangement is provided to the inmates in scheduled manner.

14. Skill Development Program

In order to ensure that an inmate does not commit crime after completing his/her term. Various verity of vocational trainings are organised.

  • (a) Scooter repair : The inmates were imparted training in Scooter repair, trade.
  • (b) Refrigerator Repair : The inmates were imparted training in Refrigerator repair, trade.
  • (c) Plumbing : The inmates were imparted training in plumbing trade.
  • (d) Computer/Office Automation : The inmates were imparted training in Computer/office automation.
  • (e) Beauty Culture : The inmates were imparted training in beauty culture.
  • (f) Apiculture : Training in apiculture is being provided to inmates with rural farming background to increase their income through additional farming activity.
  • (g) Agro Farming : Inmates of rural farming background are also provided with training in various modern farming techniques.
  • (h) Khaad / Manure : Inmates are provided with training of vermi - compost and green manure for organic farming.

15. Placement Cum Rehabilitation Program

Placement camp was organised at Community Centre of Modal Jail, Chandigarh on dated: 28.06.2017. Inmates released during last 6 months were called to attend the camp for job opportunity. Companies / Entrepreneurs from divercified sectors, including some ex-inmates participated in the camp to provide placement to ex-inmates.

16. Wages increase details

Wages of prisoners has been revised from Rupee 40/-, 50/- and 60/- to Rs. 60/-, 70/- and 80/- for unskilled, Semi-skilled and Skilled respectively by the Chandigarh Administration w.e.f. July, 2017.

17. Health Facility

There is one Senior Medical Officer and three Pharmacists in the Jail dispensary on regular basis. There is one bed for observation of prisoners and Pharmacist remains available round the clock in the dispensary. Sufficient number of Wheel chairs, Stretchers, Walkers, IV sets, nebulizers, pulse oxymeter, BP Sets, Gluco meters are available in the jail dispensary.

OPD Services : The OPD services are available in the jail dispensary. The Senior Medical Officer examines the inmates daily. The medicines prescribed to the inmates by the doctor for various ailments. These medicines are provided to the inmates by the Pharmacists on duty free of cost.

Visits by Specialists : The specialist of various departments such as Dental, Medicine, Ortho, ENT, Skin, Eye, Psychiatry, Gynae, are visiting the jail dispensary from GMSH, Sector-16, Chandigarh and GMCH, Sector- 32, Chandigarh on regular basis as per their duty roster. A copy of the duty roster is attached herewith for kind perusal.

Dental Chair : A dental unit has also been installed in the jail dispensary. Dental Surgeon visits the jail dispensary twice a week. Dental X-Rays, Extraction, RCT ( Root Canal Treatment ) and other procedures are also done.

ECG, Suction Machine, Oxygen Cylinders and other resuscitative equipments are available in the jail dispensary to meet with the emergency.

Lab Facilities : Lab Technician from GMSH, Sector- 16, Chandigarh visits the jail dispensary every Monday to collect blood samples of inmates. Tests like HMG, LFT, RFT, LIPID PROFILE, TFT, FBS, HBSAG, URIC ACID, RA FACTOR, ESR, etc are done.

Homeopathy and Ayurvedic Doctors : Facility of Alternative medicine like Ayurvedic and Homeopathic Doctors to the jail dispensary is also available.

HIV Testing and treatment : Counsellors/ technician from SACS Chandigarh visits the jail daily for detection and counseling. HIV+ve inmates are referred to ART Centre PGIMER Chandigarh for further treatment and counseling.

Physiotherapy : Physiotherapy has been started at Model jail, Chandigarh for the inmates who requires physiotherapy and physiotherapy sessions are done daily.

18. Factory

Model Jail, Chandigarh's furniture factory is approved source for the purchase of furniture. Wooden replica of Open hand the symbol of "City Beautiful" Chandigarh is made by inmates of modal jail, chandigarh. In addition to this other commercial furniture like office chairs, tables, cub boards etc. are made by inmates. 19. Outside Visit for Inmate's Children

Female prisoners can keep their child upto the age of 6 years if no friends or relatives can be found to take charge of the child when mother is admitted to jail as per Para 745 of Punjab Jail Manual, 1996. After the age of 6 the child is handover to the charge of a relative or friend of mother or he was placed in an orphanage at the expenses of the government until it attains an age to earn a livelyhood. During the stay of children with mother they are being sent to creche for education. In addition to this they are sent on visit outside the jail to visit parks and other tourist places for their recreation and mental growth.

20. Visit of Sri Sri Ravi Shankar

His Holiness Sri Sri Ravi Shankar visited the Model Jail, Chandigarh on 05.11.2017 at 5.30 PM. Dr. O.P. Mishra, IPS Inspector General of Prisons, U.T., Chandigarh and Sh. Satish Kumar Jain, HCS, Addl. I.G. Prisons welcomed His Holiness Sri Sri Ravi Shankar in the Jail. While addressing the inmates His Holiness called jail inmates “Jail Bandhu” not Bandi. He advised the inmates to do Yoga activities in the jail which is very helpful to reduce the stress level and living peaceful life. He also advised the inmates to take part in the spiritual activities in the jail and take part in the skill development activities. He also informed that the Art of Living organization will also help them in Skill Development activities.

21. Health Screening Camp

Chandigarh Health Department in collaboration with Model Jail (Department of Prisons and Correctional Administration) UT, Chandigarh has flagged off  three days Health Cum Screening under National Health Mission Camp for Jail Bandhus at Model Jail, UT, Chandigarh from 17th to 19th January, 2018. The camp was inaugurated by Dr. O.P. Mishra, IPS, Inspector General of Prisons, UT, Chandigarh. Specialists from Health Department i.e. from Department of Medicine, Surgery, Gynae, ENT, EYE, Psychiatry, AYUSH and Dental examined all jail bandhus above the age of 30 years. Non Communicable Disease (NCD) risk profiling i.e. for Hypertension, Diabetes & Obesity for all jail bandhus above the age of 30 years conducted along with Oral Cancer screening. All female inmates above the age of 30 years also screened for Breast and Cervical Cancer. Health Promotional Sessions to generate awareness regarding adoption of healthy life style and to lead stress free life were emphasized. Diet Counseling regarding healthy diet was also provided during the Health Camp.

22. AIDs and Tuberculosis Awareness Camp

AIDs & Tuberculosis Awareness Camp was held in the Model Jail, Chandigarh by the State AIDs Control Society, UT, Chandigarh on 06.02.2018. The inmates as well as staff of the jail were educated on prevention of HIV/AIDS and Tuberculosis (TB). Information was disseminted by Audio-video, lectures, open discussion, folk performance and play.

23. International Women Day 2018

International Women Day was celebrated on 08.03.2018 by CII Indian Women Network - CII(IWN). Dr. Neeru Bali, a prominent health professional, Dr. Upneet Lalli, Dy. Director, Institute of Correctional Administration, Chandigarh and other eminent professional women city addressed the women prisoners on issue of health and hygiene. Dr. O.P. Mishra, IPS, Inspector General of Prisons, UT, Chandigarh and Sh. Satih Kumar Jain, HCS, Additional Inspector General of Prisons also addressed the women inmates on women empowerment through education & training and women safety issues. 

24. 4th International Day of Yoga 2018

International Yoga Day, 2018 was celebrated in the Model Jail, Chandigarh on 20.06.2018. His Excellency, Sh. V.P. Singh Badnore, Governor of Punjab was the Chief Guest on this occasion. Sh. Arun Kumar Gupta, IAS, Home Secretary, Chandigarh Administration, Dr. O.P. Mishra, IPS, Inspector General of Prisons, U.T., Chandigarh, Sh. D.J. Narain, Addl. Director General (Region Outreach Bureau) and Sh. Satish Kumar Jain, HCS, Addl. Inspector General of Prisons-cum-Superintendent Jail were present in this occasion. His Excellency and other officers also performed the yoga kriyas. About 200-250 inmates took part in the yoga activities under the guidance of members of Art of Living institution. The Punjab Governor and Administrator, Union Territory, Chandigarh, Shri V.P. Singh Badnore addressed the jail inmates on the eve of 4th International  Day of Yoga (IDY) at Model Jail, Chandigarh on June 20, 2018 and stated that many activities such as preparation of anganwari food, sweets, celebration of birthday of inmates, issuance of coffee table book have been started in the jail for the rehabilitation of inmates. Other skill development programs are also being conducted so as to make the inmates self reliant so that they may earn their livelihood after release from the jail. The event was organized by Regional Outreach Bureau & Press Information Bureau, Ministry of Information & Broadcasting, Chandigarh in association with Department of Prisons and Correctional Administration UT Chandigarh.

25. Sports Meet

National Sports Day, 2019 was celebrated in the Model Jail, Chandigarh 29th August, 2019. Both the Undertrial and Convicts took part in different games i.e Kabaddi, Tug of War, Badminton, Carom Board, Chess, Volleyball and Table Tennis. Sh. Mandip Brar, IAS, Deputy Commissioner, UT, Chandigarh was the Chief Guest on this occasion. Sh. Virat, HCS, Joint Inspector General of Prisons, UT, Chandigarh welcomed the Chief Guest. Dr. Neena Chaudhary, Senor Medical Officer Jail and Sh. Amandeep Singh, DSP Jail and other staff was also present on this occasion. The sports meet was organized on the birthday of Major Sh. Dhian Chand.

           The Fit India campaign of the Govt. of India was also initiated in the Prison on 29th August, 2019. The Winners and Runner up were given cash reward and medals by the Deputy Commissioner. The Deputy Commissioner appreciated very much the participation of inmates in the different games.  The winner of Kabaddi Match were given Rs. 1100/- and trophy and Runner Up Rs. 900 and Trophy, Tug of War Rs. 1100 and Runner Up Rs. 900, Volleyball winner Rs. 1100 and Runner Up Rs. 900. Similarly, the Winners of Badminton, Chess, Table Tennis and Carom Board were given Rs. 500 and Runner up Rs. 300. The inmates took part in the games with great enthusiasm.
